Funding for the project’s total cost is being requested by council for the Bank St and Ewings Rd rail crossings.
Council says the upgrades would improve safety, accessibility and connectivity in the township.
Strathbogie Shire Mayor Claire Ewart-Kennedy said Avenel’s growth had placed renewed pressure on local infrastructure.
“Avenel is open for business — but safety comes first,” Cr Ewart-Kennedy said.
“These crossings are essential routes for schoolchildren, young families and older residents.
“Without modern, accessible infrastructure, we are putting lives at risk and missing opportunities to unlock Avenel’s full potential.”
Council said it had been advocating for these upgrades for some time, working with the community, VicTrack and the Department of Transport and Planning to progress concept designs developed in 2022.

Council said the need for investment in these upgrades was highlighted in a recent near-fatal incident involving a nine-year-old girl and a train at the Bank St crossing.
“This is about protecting our most vulnerable and creating a safer, more accessible township,” Cr Ewart-Kennedy said.
“We have a clear plan, strong community backing and the support of key state stakeholders. Now we need funding to make it happen.”
The total project is set to cost about $3.1 million, covering safety upgrades, car parking improvements and landscaping to create a safer and more welcoming gateway to the town.
Council said the investment would not only improve safety but also deliver long-term benefits for Avenel’s liveability and economic development.
“The state government has an opportunity to partner with us to deliver critical infrastructure that prevents future tragedies, strengthens our economy and supports a growing, vibrant Avenel,” Cr Ewart-Kennedy said.
