Police said a vehicle travelling north on Wyndham St hit a light pole on a median strip in the middle of the road, near the Kennedy Rd intersection, at about 3.45pm.
The three occupants were taken to hospital for observations.
The 45-year-old man driving the car will be fined at a later date, police said.
There will be traffic delays near the crash site for some time while the light pole is fixed.
Traffic is moving slowly with single lanes operating for north- and south-bound traffic.
South-bound traffic is particularly banked up, and motorists should stay clear of the area if possible.
Police, Fire Rescue Victoria and Powercor are on scene.
Powercor replaced the light pole, but there were no power outages from it.
