Mitchell Volume Crime Reduction Team officers are appealing for information about the incidents.
Police said investigators believed a man and woman, travelling in a stolen Toyota LandCruiser, were involved in more than a dozen thefts or attempted thefts in Kilmore, Wallan and Wollert from Saturday, August 9 to Monday, August 11.
It is understood the tools were stolen from an Isuzu utility, which was parked on a construction site at Speckled Warbler Loop in Wallan at about 4am on Sunday, August 10.
Investigators believe stolen credit cards were used to purchase fuel from a service station on Queen St in Wallan just after 5.30am on the same day.
Police believe the same offenders then stole a blue Ford Maverick from outside a residence on Foxtail Crt in Wallan at about 5.45am.
Police said more than $600 worth of petrol was later stolen in jerry cans from a service station on Harvest Home Rd in Wollert, using a box trailer being towed by the stolen LandCruiser at about 8pm the following night.
The LandCruiser, which police said was stolen in Preston on Saturday, August 2, was located burnt out on Raynors Rd in Clonbinane on Tuesday, August 12.

Investigators have released images and CCTV footage of a man they believe can assist with their inquiries.
He is described as being aged in his 20s or 30s, Caucasian in appearance with a medium build.
Police said he was wearing a white hooded jumper, black trackpants, black gloves, white Nike shoes and a baseball cap.
The female offender is described as Caucasian with a thin build, dark hair, and was wearing a black jacket and black beanie.
