The rival proposals underscore the centrality of cost-of-living and law and order as key battlefronts in Victoria's November election.
Road users could be eligible for a $50 weekly toll cap for two years if the Liberal-National coalition forms government.
Opposition Leader Jess Wilson announced the pledge on Sunday, saying it was based on NSW's cap of $50 per week.
The cap would rise to a permanent level of $60 from July 2027.
The limit on toll charges would kick in from July 1 across all Victorian toll roads, with cars, motorbikes, small trucks, vans and small business fleets of up to five vehicles included.
It would exclude heavy trucks, rideshare vehicles, taxis and large business fleets for operations with over $10 million annual turnover or more than 20 staff.
The toll cap would cost an estimated $180 million over two years, to be applied for via Service Victoria as a quarterly rebate.
"Our toll cap will cut costs for families, tradies and small businesses and boost our economy," Ms Wilson said.
She said the cap would form part of a broader review and could be particularly beneficial for tradies driving higher-tolling vehicles.
The Labor government has moved to relieve road transport costs in recent months, including with a 20 per cent vehicle registration discount.
Premier Ben Carroll extended the application deadline in July to the end of August, adding 3.6 million Victorians had already taken advantage.
On Sunday, he unveiled plans to recruit 200 former police officers as "reservists", handling back-of-house duties including preparing evidence briefs for court.
"Victorians have told us they still want to see someone at the counter when they walk into their local station and I'm listening," he said.
It doubles a previous commitment by the Allan government to do the same, bringing the total number of planned police reservists to 400.
The first 200 are due to be deployed by December with the remaining 200 to be rolled out from January.
The hiring blitz is designed to help serving officers to return to the front line, restoring an estimated 16,000 policing hours a week, Victoria Police said.
"Reservists put police where they need to be - out in their communities preventing and detecting crime," Chief Commissioner Mike Bush said.
Police staffing levels have been in the sights of both major parties, with the coalition pledging to recruit an additional 3000 officers, reopen more than 40 police stations and hire 200 extra protective service officers.
Mr Carroll on Wednesday unveiled plans to hire 150 protective service officers, adding they would be given stronger powers.
