The memorandum of understanding provided a workaround enabling the CFMEU to easily access work sites and wage a bullying campaign, a rival union boss said.
Stacey Schinnerl of the Australian Workers Union spoke on Thursday about the agreement amid harrowing claims of CFMEU intimidation, alleging her child was harassed in one incident.
The agreement was tendered at an inquiry into misconduct in the Queensland construction industry, showing it was signed between the police and the Office of Industrial Relations.
Signed off by former deputy commissioner Paul Taylor in April 2022, AWU Queensland secretary Ms Schinnerl said the agreement gave the office "a direct line to the CFMEU".
The agreement stipulated that in the event of disputed entry to work sites, police would first notify the industrial office.
One of the office contact points was Helen Burgess, the subject of an ongoing Crime and Corruption Commission inquiry.
Ms Burgess had a close relationship with ex-CFMEU president Royce Kupsch, the inquiry heard.
Ms Schinnerl said the agreement effectively provided CFMEU officials access to sites without permission, fuelling their intimidation of the AWU.
Ms Schinnerl detailed a terrifying CFMEU campaign, breaking down as she spoke of a disturbing 2023 Labour Day march incident involving her 13-year-old son.
A man with his face painted with the CFMEU logo abused her as she stood near her child at an AWU marquee, she said.
"He advanced towards me ... we ended up chest to chest," Ms Schinnerl said in Brisbane.
"I kept on saying 'my son is here, just go. Don't do this here'."
The man then allegedly leant over towards her child and said: "How does it feel to know your Mum's a f*****g grub who sells out workers?"
Ms Schinnerl claimed she was briefly followed as she exited and feared for her safety at home.
She said she didn't know where former Queensland CFMEU officials Michael Ravbar and Jade Ingham lived "but I'm reasonably confident that they know where I live".
"I can't explain to you ... how vulnerable that makes me feel."
By 2024 Ms Schinnerl said she and Queensland Council of Unions secretary Jacqueline King reluctantly sought a meeting with Police Commissioner Steve Gollschewski and deputy Cheryl Scanlon.
"There's this unwritten code in the union movement about not grassing on your mates," she said.
She told the inquiry before commissioner Stuart Wood that in hindsight she would have acted earlier.
"If I'd followed through with some of these complaints formally, then I could have stopped some of the more serious stuff, but we would have become complete and utter pariahs of the union movement."
