The Bulls are now sweating on scans on a side strain to promising paceman Jem Ryan who took six wickets for the match, but are expected to welcome Australia quick Michael Neser back for their home clash with Tasmania on November 11.
An early tea was called on Tuesday afternoon when lightning in proximity of the Gabba was detected and then the rain came.
The players went back out but bad light and another impending storm ended proceedings with the Bulls 3-75 in pursuit of 201 for outright victory and at least 35 overs remaining.
Despite the draw, both teams picked up first innings bonus points with Victoria still winless after three games.
Victoria captain Will Sutherland and his Queensland counterpart Mitchell Swepson said they were confident of victory until the premature halt.
Sutherland said there were several highlights for his team, including paceman Mitch Perry's 3-15 in the second innings and batter Campbell Kellaway's two knocks of 64 and 35.
"Credit to Pez. He's been out for a while and came back from stress fractures," Sutherland said.
"I am very pleased for him to bowl the way he did in the second innings. Kel has been struggling a little bit so for him to get (69) in the one-dayer in Tasmania and carry that form into this game is pleasing."
Swepson said Ryan would be a huge loss if ruled out after bowling with great impact and maturity to take 3-64 and 3-38 in the match.
He did not bowl on the final day.
"You'd think Jem has been playing for seasons," Swepson said.
"He just locks in. It is unfortunate he has done a little injury this game.
"We will see how long that puts him out for but hopefully he gets back soon because he is in a lovely rhythm at the moment and is a great bowler who adds a lot to our attack."
Victoria resumed on 6-136 on the final day aiming to set the hosts a competitive total.
Legspinner Swepson (3-52) and left-arm quick Hayden Kerr (2-23) picked up the remaining four wickets.
Sutherland (24) was dismissed by a perfect legbreak by Swepson that was snaffled by Cameron Gannon at slip.
Liam Blackford (36) was the last man out to another Swepson ripper.
