Sitting second after 12 rounds, Talay has the luxury of an unused visa spot up his sleeve as Sydney look to keep pace with first-placed Auckland in the race for the A-League Men premiership.
Talay wants to bring in a striker or a winger but conceded there was a financial reality that may impact his desire to bolster his squad after the transfer window opens on Wednesday.
"It (our transfer activity) is a discussion that we're going to have on Monday with the football committee and the board," Talay said.
"Hopefully after Monday, we will have a clearer picture of what we can do and I think that's the most important part - if there is something we can do.
"Coaches always want more players and the more players you have, the better it is and the more options you have to make decisions.
"I'm looking for a striker or winger that's going to add value to the team.
"Some players are off contract that are playing in certain countries where their season's finished in December or it could be a loan player from Europe."
Talay said Sydney would also begin to make decisions on players coming off contract.
Potential early exits for those unable to crack the Sky Blues first-choice squad could give Sydney more spending power as they look to strengthen their frontline.
Defenders Jordan Courtney-Perkins and Joel King headline Sydney's list of players who are unsigned beyond this season.
"I think those decisions will be made when the window opens anyway for players to be able to speak with other clubs," Talay said.
"I think those decisions will be made in the next month or so on what we do moving forward.
"We're trying to build a squad, not for just season this season but also for the future"
